Don't fail a full upload on an already existing dir.
* tests/test_upload.py:
(TestFullUpload.test_create_remote_dir_twice): New test.
* __init__.py:
(cmd_upload.make_remote_dir_robustly): Don't try to create the dir
if it already exists.
