Fix spurious failures.
* tests/test_upload.py:
(get_transport_scenarios): Better ftp/sftp selection.
(TestUploadFromRemoteBranch.make_remote_branch_without_working_tree):
Skip some tests that escape isolation until I can find a better
way.
