Fix bug 59835 with test.
* bzrlib/transport/http/_urllib.py:
(HttpTransport_urllib.has): Only HTTPError have a 'code'
attribute. Separate them from URLError exceptions.
* bzrlib/tests/test_http.py:
(TestHttpConnections_urllib.test_bogus_host): Check that an
URLError can be raised safely.
* bzrlib/transport/http/_urllib.py:
