Small refactoring.
* bzrlib/transport/http/_urllib2_wrappers.py:
(Response._body_ignored_responses): Add 403 and 404.
(AbstractHTTPHandler.retry_or_raise): Isolate the 'retry or raise'
part, do_open is still too big but that helps.
* bzrlib/transport/http/_urllib.py:
(HttpTransport_urllib._get): Delete FIXME.
* bzrlib/transport/http/_urllib2_wrappers.py:
