Really fix bug #83954, with tests.
* bzrlib/transport/http/_urllib2_wrappers.py:
(ProxyHandler.set_proxy): Handle the empty password case. Fix the
header building which was broken by the way.
* bzrlib/tests/test_http.py:
(TestHttpProxyWhiteBox): Add tests for http proxy authorization
header building.
