Two followup changes related to the fix for bug #306394:
* bzrlib/help_topics/__init__.py
(_status_flags): Describe new "X" status.
* NEWS (BUG FIXES): List the new behavior here, somewhat arbitrarily
choosing this location over "IMPROVEMENTS".
