Clean up test_osutils.py.
* bzrlib/tests/test_osutils.py:
Fix more imports. Split TestOSUtils into several classes (one
duplicate test (test_kind_marker) found doing so, both slighlty
different versions merged). Merge TestLocalTimeOffset into
TestDateTime.
