Implement config.suppress_warning.
* bzrlib/tests/test_config.py:
(TestSupressWarning): Test suppress_warning for known and unkwnon
warnings.
* bzrlib/config.py:
(Config.suppress_warning): Check whether or not the given warning
is configured.
