Make _chk_map_pyx module work on Python 3
Split some trivial string functions to new shared _str_helpers pxd file.
Uses new helpers in python-compat.h that require Python imported first.
Change Makefile to clean up under breezy/bzr package.
Fix remaining test__chk_map failure.
