Workaround SimpleHTTPRequestHandler.translate_path limitation in
python 2.4.1

* bzrlib/tests/HTTPTestUtil.py:
(FakeProxyRequestHandler.do_GET): Work around a limitation of
SimpleHTTPRequestHandler.translate_path in python 2.4.1 (fixed in
2.4.3).
