Viewing changes to README_BDIST_RPM

Update the dirstate tests to lock and unlock properly.
Change the lock.WriteLock functions so that they open in 'rb+' mode instead
of automatically truncating the file.
test_dirstate.py now passes, but we need to figure out or locking mechanism for
WorkingTree4. (does it just lock at the same time as Tree.lock_write()?)

There is a bug in disttools for distributions who's rpmbuild compresses

the man pages. This causes an error building the final packages as it's

expecting bzr.1 and not finding it, but finding bzr.1.gz that's unpackaged.

This bug is known to affect Fedora, RHEL, and Centos distributions.
