In standard windows shell single quote is not supported as quote. Restored standard windows behavior.

If somebody needs single quotes and posix-like behavior then please use Cygwin, Msys etc.
Don't make a bzr looks like extraterrestrial Linux program in the crazy Windows world, please. Pretty please.
