Get rid of 'branches.conf' references.
* bzrlib/tests/test_config.py:
Update tests to address fallouts.
* bzrlib/config.py:
(LocationConfig.__init__): 'branches.conf' has, in effect, been
deprecate for ages. Get rid of it.
(branches_config_filename): Deleted.
