Make HTTP/1.1 the default implementation reveals one more bug.
* bzrlib/tests/http_server.py:
(TestingHTTPRequestHandler): Make 1.1 the default protocol
version.
(TestingHTTPRequestHandler.send_head): Fix python2.5
implementation bug (specify Content-Length).
